Google 11 日說明，為何 Alphabet 沒有加入川普政府 5 月提出規模 20 億美元的量子科技補助計畫。Google Quantum AI 營運長 Chou 在舊金山 Semafor Tech Summit 表示，公司不參與主因是補助資金附帶多項限制條件，可能會限制研發節奏，與 Google 希望盡快推動實用量子電腦的目標衝突。
美國政府 5 月提出，最後共補助九家企業總額 20 億美元補助，包括 IBM，但 Google、微軟與 IonQ 並未列入名單。Google 表態讓外界更清楚看到科技巨頭與政府對量子競賽的分歧：一方強調公共資金能加速技術突破，另一方則擔心附帶過多限制，反而拖慢創新速度。
Chou 也強調，Google 並非拒絕與政府合作；仍在其他層面與華府保持互動，並呼籲政府加強支持基礎量子研究，特別是國家實驗室的研究。Google 先前警告，簽證政策收緊可能影響招募全球頂尖人才，牽動美國量子領域的競爭力。
